Cabell County Busted Mugshots at WRJ
Most Cabell County arrests that head into regional custody land at Western Regional Jail and Correctional Facility, usually shortened to WRJ. WVDCR runs it. Three different records grow out of one event, and each answers a different question. The police agency writes up the incident it handled. WRJ tracks the admission itself. The court file tells the story afterward.
One wrinkle: WRJ houses inmates from five counties. Cabell, Lincoln, Mason, Putnam, and Wayne all send people there. So a listing marked WRJ or Barboursville does not mean the arrest happened in Cabell County. Check the arresting agency and the court of jurisdiction first. Only then call it a Cabell County booking. The WVDCR WRJ facility page lists the facility and its full service area.
Knowing which agency made the arrest separates a true Cabell County case from a neighboring county admission sitting in the same jail.
Cabell County Booking Record Fields
The public custody listing is just the surface. A full WVDCR admission packet follows an intake trail covering identity, the transporting agency, commitment papers, screening, property, and signatures. Most of that stays out of view. Medical data, security details, victim information, and juvenile material are protected by policy and never appear as ordinary roster fields. So a narrow request works best: name the one nonexempt record you actually need instead of assuming the whole packet is public.
- Identity and booking number
- Name, aliases where collected, date of birth, WVDCR OID number, and booking number help separate people with similar names.
- Admission and agency
- Admission date and time, arresting and transporting agency, officer information, and county or jurisdiction place the custody event in context.
- Charges and commitment
- Booked charges and the commitment basis describe the intake record. They do not establish a later conviction or court disposition.
- Custody and court trail
- Facility, bond or bail information when displayed, case number, and court date can help connect a current record to the proper court search.
- Identification image
- Adult LiveScan processing creates front, left, and right identification photographs. A public result may show the front image, but public visibility is not guaranteed.
What does a missing field mean? Any of four things. The field may be protected, left out of the public interface, caught mid-update, or held by a different custodian.
Note: Record the displayed agency, facility, access date, and custody state before comparing a roster result with a police report or court docket.
Cabell County Records Request Timing
Admission records that are released, historical, missing, or disputed all trace back to a custodian. West Virginia sets the clock for answers. Under the public-records rule in W. Va. Code §29B-1-3, a response must arrive as soon as practicable, and no later than five business days excluding weekends and legal holidays. The reply may deliver records, arrange inspection, or explain a denial. Fees stop at actual reproduction cost. Search time, retrieval, and staff hours stay off the bill.
Send a WRJ admission request to WVDCR or WRJ itself. The arrest happening in Cabell County gives the sheriff no custodial role in booking. Nothing in the published sources shows a dedicated public photo form, a fixed photo fee, or a promised production date. Ask directly about inspection, a copy, or a redacted copy. If anything gets withheld, request the legal basis and any reasonably segregable portion.
- Name the person, date of birth if known, admission date or a narrow date range, and booking number or OID if available.
- Specify the item sought, such as an admission record, front identification photograph if releasable, charge or commitment record, or release and transfer date.
- State whether inspection or copies are preferred, and ask for the actual reproduction cost before copies if cost matters.
- Keep the response with the source date and use the arresting agency or court when a separate incident report or disposition is needed.
Sheriff-created records follow a different path. For a report, a warrant-service record, or a deputy arrest record, contact Cabell County Sheriff Douglas W. Adams at 750 Fifth Avenue, Suite 101, Huntington, WV 25701, by phone at 304-526-8663, or by email at dadams@cabellcounty.org. The sheriff does not hold WRJ admission files.
HPD runs its own report system. Incident reports typically surface within one to three working days; crash reports take three to five. Those posted copy prices cover reports only, not booking photos. Barboursville and Milton publish no comparable arrest-record schedules. The published DHS request information explains the component-agency route.
Give the custodian something to work with. A name, a date, the agency, and the record type make a Cabell County booking record far easier to locate.
Cabell County Busted Photo Law
West Virginia has a narrow booking-photo statute, W. Va. Code §62-1-6a. It governs when qualifying law-enforcement agencies may post booking photographs on social media for one defined minor offense, subject to exceptions. Removal is the other half of the law. If a covered charge is dismissed, declined by a grand jury, ends in acquittal, or sees a conviction reversed, vacated, or nullified, the agency must pull the social-media photo within 14 days of a request from the person or an authorized representative.
Read the statute's limits carefully, though. It does not wipe historical booking records or private copies. WVDCR and its subordinate organizations sit outside the law's defined agency restriction, so the rule cannot be stretched into a claim that every WRJ image vanishes in 14 days. A roster image can also change after release, transfer, correction, or an interface update, and that shift says nothing about what the custodian still retains. The official statute spells out the full booking-photo scope.
Keep the statute's social-media remedy in its own lane. It stands apart from a public-records request, a court order, and any private publisher's own correction process.
Note: A roster entry, a social-media post, and a court record may be held by different custodians and can change on different schedules.
Cabell County Record Correction Options
A booking entry and a final court outcome are different things. When a case ends in dismissal or acquittal, W. Va. Code §61-11-25 opens a route: file an expungement petition in circuit court after 60 days. The order can sweep up arrest records, photos, indexes, and electronic data. Case facts and statutory exceptions decide who qualifies. Once that happens, the original custodian can be asked to fix a plainly wrong field or follow the order.
Convictions run on a separate track. Section 61-11-26 lays out one-year, two-year, and five-year waiting periods for certain misdemeanors and nonviolent felonies, with exclusions attached. There is also Section 61-11-26a as another statutory option.
Work in this order. First confirm the court status. Then keep the source address and court paperwork safe. Ask the original agency about any qualifying statutory action, and only then use a publisher's free correction channel if one truly fits. Recently Booked posts a correction policy covering certain incorrect, expunged, sealed, or restricted material. Busted Newspaper offers a contact route, though no free Cabell-specific outcome has been confirmed. Arrests.org has no verified free Cabell procedure, and neither Mugshots.com nor Mugshots.zone has a working Cabell-local section that checks out.
For official paperwork, the West Virginia Judiciary forms page carries the materials for dismissed or acquitted cases and eligible convictions.
One caveat on expungement. An order does not force every separate publisher to delete the material automatically, though it does supply the court record any lawful follow-up requires.
Cabell County Busted Lookup Path
Start with the agency that made the arrest and the custody status it reports. Who sits in a regional jail right now? That question belongs with WVDCR. For a specific date, use the daily admissions view. Released people and older cases call for a court search, a police report, or a narrow records request. The Cabell County Sheriff's web presence offers no public roster, app, or live booking feed. Lean on the WVDCR channel instead.
- Search the WVDCR Regional Jail Offender Search for a current result, beginning with at least the first three letters of the last name and adding a first name when known.
- Confirm that the facility is WRJ and check the displayed agency, date, custody status, and access date. WRJ serves five counties.
- For a selected admission date, use the WVDCR daily institution view. It is a date and facility check, not a permanent Cabell County photo archive.
- Search the proper court system for the case, then request the record from WVDCR or the originating agency when the live result is unavailable or no longer current.
Can a missing roster entry prove no arrest occurred? No. The person may have been released, transferred, booked under a corrected identity, held outside the searched custody state, or simply absent from a shifting result. A records request plus a court search are the right next moves.
| Channel | Record or photo availability | Cabell County use and limit |
|---|---|---|
| WVDCR regional-jail search | Current custody information and, when available, a public front identification image. | Official current-custody source; WRJ serves five counties and results can change quickly. |
| WVDCR daily admissions | Institution and date admissions context. | Official same-day check, not a guaranteed named-photo feed or enduring archive. |
| WRJ or WVDCR request | Focused admission, identification, or release record subject to review and redaction. | Official historical or released-person fallback; no fixed public photo fee or form was verified. |
| Magistrate search and WV PASS | Case trail and later court disposition. | Official legal-record path; court access limits apply and a docket is not a photo source. |
| Recently Booked, Busted Newspaper, and Arrests.org | Publisher-selected names, dates, charges, and sometimes images. | Unofficial discovery indexes that can be stale, incomplete, or regional; verify agency, date, and court. |
| WSAZ, WOWK, Herald-Dispatch, and WV MetroNews | Selected event coverage with story-specific images. | Secondary news context, not a continuous Cabell County booking feed or a disposition record. |
Cabell County Roster Search Fields
The WVDCR regional-jail portal is a name-based search for current custody. It is not a Cabell-only historical roster. Its own disclaimer warns that information changes fast and may lag on location, release, or status. Enter the fewest accurate details first. Confirm the facility. And never treat a live result as a permanent history.
| Search field | Use | Required | Cabell County caution |
|---|---|---|---|
| Last name | Begin with the first three letters | Yes | Check spelling, initials, and later identity corrections. |
| First name | Narrows matching names | No | Use it when known; a missing middle name should not end the inquiry. |
| Facility result | Confirms current regional location | Review after search | WRJ houses people from five served counties, not Cabell County alone. |
| Displayed case details | Connects custody to a court trail | Review after search | Use a court source for the disposition and sentencing meaning. |
Adult LiveScan admission produces front, left, and right identification images, per the public material. The front image may surface in an available OIS result. That is not a promise. No public photo exists for every person, every old booking, or anyone already released. The live roster covers current custody. The court and request routes handle the rest.
- Enter at least the first three letters of the last name, then add a first name when it is known.
- Open only the result that matches the available identifying information, then confirm WRJ, agency, and displayed custody state.
- Record the access date and use the court or custodian when release, transfer, or a historical booking changes the question.
Cabell County Booking Timing
West Virginia's Division of Corrections ties LiveScan identification photos to the admission process itself. What it does not do is publish a posting time for a Cabell County roster result. Admission, identity processing, and a public OIS entry are three separate stages. Someone can be admitted well before any current result appears online. A photo may exist yet never stay publicly visible once the person is released.
Need an answer right now about who is in custody? Start with the WVDCR name search. Then use the date-specific admissions view. Write down when you checked the official source, since a publisher's refresh time or a social-media post tells you nothing about when the booking actually happened. When timing matters, agency records and court documents are the trail to follow.
Cabell County Busted Regional Address
WRJ has operated in Barboursville since December 13, 2003. Its address, though, is not a city-only booking label. The facility serves Cabell, Lincoln, Mason, Putnam, and Wayne. An arrest by Huntington, Barboursville, Milton, the sheriff, or a neighboring county can all land a person in the same regional system. For attributing a booking, the agency and county fields matter far more than a facility address.
Note: Barboursville identifies WRJ's location, while the arresting agency and court identify the local event and legal record.
Cabell County Busted Booking Feeds
West Virginia runs one official spot for same-day bookings: the WVDCR Daily Incarcerations admissions view. Pick a date, then find the Western Regional Jail among the institutions. What you get is admissions context tied to that facility and day. It is not a photo feed. Names, charges, and images may all be absent. The live session can even lapse before you finish browsing.
No official multi-day named booking archive exists for WRJ, the sheriff's office, Huntington Police, Barboursville Police, or Milton Police. The date selector only reaches so far back. Hunting an older booking or a released person? List the names and dates in a focused WRJ request, pull the police report from the arresting agency, and follow the case in court.
Three unofficial indexes fill the gap, each with its own publisher habits. Recently Booked pushes a Cabell view covering the last 30 days with frequent updates. Busted Newspaper lays out paginated Cabell and WRJ pages with selected booking fields. Arrests.org offers a Cabell page with date controls and agency filters. Any of them can show an entry after custody has changed, skip one entirely, or blur WRJ's member counties together. Treat each as a lead, never as the roster itself.
Cabell County Busted Results Change
Timing is the tricky part of a Cabell County busted search. West Virginia's corrections agency links the booking photo to the moment someone is admitted into custody, yet the public listing behaves on its own schedule. Someone can be booked hours before a result shows up online. An entry can also vanish after release, a transfer, or a data correction, and no state office promises minute-by-minute updates to the roster.
Cache issues add another wrinkle. A cached result may later show a session-expired notice instead of the record you expected. When you find a listing, write down the facility, the source, the date you saw it, and the custody status on the screen. A timestamp on a third-party site tells you nothing about the actual booking time. Likewise, a missing result does not mean no arrest happened.
Cabell County Busted Identity Limits
Names can mislead. WVDCR policy lets a person be booked as John Doe or Jane Doe until the arresting agency or court supplies identifying information and a new commitment order. Once identity resolves, the searchable name shifts, and so does the public result. Before assuming two similar hits are the same person, compare spellings, initials, and any agency or case context attached to each.
Juvenile, sealed, confidential, medical, security, and protected fields never appear on an ordinary roster. An empty search may simply reflect those access limits or an unresolved identity. It says nothing about the person, the case, or some hidden record. For whatever is lawfully available, the clerk or record custodian is the place to ask.
Cabell County Court Record Check
Three different things get confused in a Cabell County case: the police report, custody status, and what the court decided. The West Virginia Magistrate Case Search is a good first stop. Search by name or case number and you can pull up lower-court filings, charges, and how the case resolved. If anything looks odd or incomplete, the clerk's office can supply copies.
Circuit court matters live elsewhere. WV PASS, launched in 2025, is the public's window into circuit cases. Searching costs nothing, though the official FAQ notes a per-page fee to view or download documents. Sealed and juvenile cases stay off limits to most searchers. A blank result here proves little either way.
- Booking
- Admission and identification processing after a person is received into custody.
- Bond
- A court-set condition tied to release.
- Disposition
- The court's later resolution of a charge, which can differ from the original booking entry.
- Expungement
- A court process that can seal or remove records when the governing statute and case facts allow it.
Cabell County Custody Record Channels
The right source depends on where the person sits. WVDCR's jail search covers current regional custody. Its prison search covers people serving state sentences. Court portals track the legal case itself, while federal and immigration locators answer separate federal questions. Keep those buckets straight. No single source adds up to a complete Cabell County history.
| Situation | Best Cabell County record path | Photo expectation |
|---|---|---|
| Just admitted or currently at WRJ | WVDCR regional-jail name search, then the daily institution view for a selected date. | A front image may be available in a public OIS result; no visibility guarantee applies. |
| Released or transferred from WRJ | WVDCR or WRJ records request, arresting-agency report, and Magistrate Case Search or WV PASS. | A live result may disappear; request and court access depend on the record and applicable limits. |
| Sentenced to state prison | WVDCR prison offender search for current prison custody, paired with court records for the case history. | An identification photo may be present, but it is not a new Cabell County booking-photo source. |
| Federal or immigration custody | Use the responsible federal locator rather than WRJ or a county roster. | Neither locator is a public Cabell County booking-photo gallery. |
Go to official channels first when you need to know who holds a Cabell County custody record and where someone is right now. News outlets and unofficial indexes are useful, but they publish what they choose, when they choose. WSAZ, WOWK, The Herald-Dispatch, and WV MetroNews cover incidents as they happen rather than running a steady feed of county bookings. One more caution: a photo in a news story might come from the arresting agency, the scene, or the newsroom itself. Read the caption and check where it originated.
Cabell County Busted Mugshots by City
Huntington, Barboursville, and Milton are the three incorporated cities people associate with Cabell County booking searches. None of them runs its own jail roster. The split works like this: a city police department writes the report, the Western Regional Jail handles custody, and a magistrate or circuit court takes the case from there. So read any city-specific news item alongside the arresting agency and the person's current custody status.
- Huntington Busted Mugshots: HPD says arrests in Cabell or Wayne ultimately route to WRJ and directs readers to the daily-incarcerations path; no continuous HPD booking roster was verified.
- Barboursville Busted Mugshots: the village police department has report and citation resources, but no separate city jail or continuous public arrest roster was verified; WRJ is the documented regional destination.
- Milton Busted Mugshots: the town police department has a local contact and tip route, but no separate city jail or continuous public booking roster was verified; use WRJ for the custody path.
Every city page here follows the department-specific report path plus local news context. A city name on a story is just a lead. So is a city name on an unofficial entry. Neither one replaces the verification sequence: the official agency, WRJ, and the courts.
Cabell County VINE Custody Alerts
VINE is West Virginia's official custody-notification system. Sign up through WVDCR VINE, VINELink, or the phone line at 1-866-WV4-VINE. Once registered, you get alerts when an inmate's custody status changes. Think of it as a supplement, though. It won't replace the current WVDCR roster, and it has no bearing on how a court case unfolds.
One quirk worth knowing: transfers can delay an alert. The notification may not fire until the receiving facility logs the person into its own system. So if a status seems stale, confirm the location directly with the official custody source. Keep the court docket and the release alert in separate mental folders; they answer different questions. Written release or parole notice requests under W. Va. Code §62-12-23d go through yet another channel entirely. The official VINE service information spells out how the notification side works.
VINE adds alerts to a Cabell County custody question. For the records themselves, WVDCR and the court still hold the answers.
Cabell County Busted Federal Custody
A federal question needs a federal tool, and it is not a shortcut around the Cabell County record path. The BOP locator covers federal inmates from 1982 forward, searchable by register number or name. It is not a state or local jail roster. There is no public booking-photo field either. A Cabell County arrest does not land in BOP records just because a news story names a federal agency.
The ICE Online Detainee Locator System is a different federal lookup, run through a separate agency entirely. Wait, that link belongs elsewhere. The correct tool is the ICE Online Detainee Locator System, which requires either an exact A-number plus country of birth or precise identifying details plus country of birth. It can lag behind transfers, misses some immigration contacts, and shows no booking photos. No Cabell-specific ICE contract or local immigration photo feed exists in any verified public source.
U.S. Marshals task-force work sometimes shows up in local reporting. Even so, the USMS is not a Cabell County booking roster and rarely publishes prisoner photos. Don't read a detainer, federal status, or immigration custody into a WRJ placement or a news mention alone.
Reach for a federal locator only once the custody question is truly federal. For the Cabell County booking and disposition trail, come back to WVDCR and the court.
Cabell County Busted Archive Limits
Cabell County has no verified public multi-day photo archive for bookings. WVDCR's records policy puts photographs, electronic images, and files under the Master Records Retention and Destruction Schedule, yet no fixed retention period appears for a WRJ booking image or admission packet. So a roster entry that vanishes does not mean the record was destroyed.
For an older record, ask WVDCR which retention-schedule entry applies. Ask whether the booking or identification record is still with the custodian. Court files, police reports, and WRJ records follow different custody paths. The West Virginia State Archives holds historical corrections collections, but nothing shows modern WRJ booking photos being transferred there routinely. WRJ opened in 2003. Those collections concern far older penitentiary material.
An old record can carry a later dismissal, expungement, sealing, or correction. Check the date, the identity, the source, and the court context before leaning on it. Historic availability never trumps a lawful restriction.
